Cerita tentang keamanan bekerja di Timur Tengah, khususnya Kuwait rasanya tidak ada habis habisnya. Setelah Irak dan pesidennya Saddam Hussein dikeroyok habis habisan Amerika dan sekutunya beberapa tahun lalu, negara negara di Timur Tengah seolah olah bergolak semuanya. Sebut saja Presiden Hosni Mubarak yang tumbang ditangan rakyatnya sendiri di Mesir. Moammar Khadafy di Libya yang sampai saat ini belum diketahui dimana keberadaannya. Presiden Hafez Assad di Syria yang saat berita ini ditulis masih berjuang mempertahnkan kekuasaannya dan tentu juga demo besar besaran di Bahrain yang sempat mematikan ekonomi negara beberapa minggu.
Lalu bagaimana sebenarnya keamanan di Kuwait atau negara negara Timur Tengah yang lainnya ?. Saya ingin jelaskan sejelas jelasnya bahwa Kuwait itu aman, makmur dan sejahtera. Demikian juga dengan tetangganya Qatar. Saking aman, makmur dan sejahteranya negara negara ini, maka rakyatnya juga dibikin semakmur makmurnya dan sesejahtera mungkin. Semua dinaikkan gajinya. Sangat beda sekali dengan negara manapun didunia ini dimana kenaikan gaji paling banter 10-15 %, saja. Di Kuwait dan Qatar kenaikan gaji bisa lebih dari 60 % per tahun.

KUWAIT, Sept 7 (KUNA) -- Minister of State for Cabinet Affairs and spokesman of the government Ali Al-Rashed announced on Wednesday the approval of the Civil Service Council (CSC) at its meeting today, chaired by Deputy Prime Minister and Interior Minister and acting President of the CSC Sheikh Ahmed Hamoud Al-Sabah, to grant an increase of salaries and allowances of Kuwaiti workers and salaries of non-Kuwaitis in the oil sector.
The minister told Kuwait News Agency (KUNA) after the meeting that the Civil Service Council agreed to grant an increase of the salaries of Kuwaiti workers in the oil sector by a fixed percentage of the total basic salary plus an incentive bonus to be in the form of a monthly financial reward.
He said senior officials would be granted an increases of 16.5 percent of basic salary, while administrators would receive an increase of 33 percent of basic pay. As for the technicians, the minister said they would receive an increase of 66 percent of basic salary in addition to the promotional allowance for the grade.
He said the Civil Service Council also agreed to grant an increase in allowances for non-Kuwaiti employees in the oil sector between 25 to 50 Kuwaiti dinars per month and kd 30 for irregular shift a month. A housing allowance of kd 75-80 will also be paid.
The minister added that technicians in the oil sector almost represent two thirds of the workers.
He said that the Civil Service Board agreed to grant a 50 percent increase in salaries of non-Kuwaiti employees in the oil sector.
The minister congratulated the employees for these incentives.
On the other hand, Al-Rashed said that the Civil Service Board reviewed at its meeting today some of the organizational structures provided by some government agencies and took the appropriate decisions. (end).

DOHA, Sept 7 (Reuters) - Qatar will hand out significant salary, pension and benefits increases for its state and military employees, the state news agency said, in a move that will cost the Gulf Arab state at least an additional 30 billion riyals ($8.24 billion).
The decree by deputy Emir and heir to the Qatari throne Sheikh Tamim bin Hamad Al Thani will boost basic salaries and social benefits for state civilian employees by 60 percent.
Military staff of officer rank will receive a 120 percent increase in basic salaries and benefits, according to the statement which was released late on Tuesday. Military persons of other ranks will see a 50 percent jump in basic salaries and benefits.
Qatar, the world's richest nation per-capita -- more than $88,500 according to the IMF -- and host of the 2022 soccer World Cup, has along with the United Arab Emirates escaped unrest sweeping through the Arab world. Its copious natural gas reserves have quickly elevated it to the list of the world's richest nations.
The total salary increases will amount to 10 billion riyals ($2.75 bln) per year, the statement said. It did not give a reason for the rises.
The decision also ordered a 60 percent pension increase for civilian retirees. Military personnel retirees of officer rank will see a 120 percent hike, with military individuals of other ranks eligible for 50 percent.
The Gulf state will incur 10 billion riyals for the pension fund which will be paid in once and another 10 billion for retirees' subscriptions, the statement said
